P392 Amending BSC Change Process for EBGL Article 18
Formal title: Amending the BSC change process to incorporate the delegation of NGESO’s powers and obligations under the EBGL to change EBGL Article 18 terms and conditions.
This Modification will ensure the process and responsibilities for amending BSC provisions constituting EBGL Article 18 terms and conditions reflect delegations made by NGESO in favor of the BSCCo and BSC Panel, to ensure a unified market change process. These changes are necessary to ensure the EBGL change process is followed as part of the existing BSC Change process, for all future BSC Modifications that impact the EBGL Article 18 terms and conditions found in the BSC.
P392 was raised by National Grid ESO on 2 October 2019. The P392 Initial Written Assessment was presented to the BSC Panel on 10 October 2019, the Panel agreed with all recommendations and agreed that P392 should be progressed to the Assessment Phase.
The first P392 Workgroup was held on Friday 8 November 2019. ELEXON are preparing Busniness Requirements and Legal Text for the next P392 Workgroup, which is scheduled for Friday 10 January.
The second P392 Workgroup was held on Friday 10 January 2020, discussions in the Workgroup led to a difference in legal interpretation between Workgroup members on the wording used in the EBGL. For example, there was discussions on the send back process through Article 6 of the EBGL. As such, the Workgroup would like to work through all possible scenarios in more detail to ensure legal compliance.
The third P392 Workgroup was held on 27 Janaury 2020 the Workgroup made good progress on the development of the P392 solution.
The fourth P392 Workgroup was held on 10 February 2020, the Workgroup went through the P392 legal text and finalised the solution. ELEXON are now preparing the Assessment Procedure Consultation, which we are aiming to issue at the beginning of March 2020.
