P392 Amending BSC Change Process for EBGL Article 18

This Modification will ensure the process and responsibilities for amending BSC provisions constituting EBGL Article 18 terms and conditions reflect delegations made by NGESO in favor of the BSCCo and BSC Panel, to ensure a unified market change process.

Formal title: Amending the BSC change process to incorporate the delegation of NGESO’s powers and obligations under the EBGL to change EBGL Article 18 terms and conditions.

Summary

This Modification will ensure the process and responsibilities for amending BSC provisions constituting EBGL Article 18 terms and conditions reflect delegations made by NGESO in favor of the BSCCo and BSC Panel, to ensure a unified market change process. These changes are necessary to ensure the EBGL change process is followed as part of the existing BSC Change process, for all future BSC Modifications that impact the EBGL Article 18 terms and conditions found in the BSC.

Progression

P392 was raised by National Grid ESO on 2 October 2019. The P392 Initial Written Assessment was presented to the BSC Panel on 10 October 2019, the Panel agreed with all recommendations and agreed that P392 should be progressed to the Assessment Phase.

The Panel progressed P392 to the Report Phase at its meeting on 9 April 2020 with an initial unanimous recommendation for approval. 

The Panel considered the P392 Draft Modification report at ts meeting on 14 May 2020, and made a unanimous recommendation to Ofgem that P392 should be approved. The Final Modification Report was sent to Ofgem for consideration on 21 May 2020. It was approved on 18 June 2020 for implementation on 25 June 2020.
