P413 ‘Market-wide Half Hourly Settlement Programme Manager’

P413 was implemented on 27 April 2021 as part of an ad-hoc BSC Release.

About Releases

P413 was approved to progress to the Report phase by the BSC Panel on 11 February 2021. The Consultation for P413 was issued on 15 February 2021 and closed 1 March 2021. The Panel considered the Draft Modification Report at its meeting on 11 March 2021. The BSC Panel:

• AGREED that the P413 Proposed Modification:
  • DOES better facilitate Applicable BSC Objective (d);
• AGREED that the P413 Alternative Modification:
  • DOES better facilitate Applicable BSC Objective (d);
• AGREED that the P413 Proposed Modification should be approved and that the P413 Alternative Modification should be rejected;
• AGREED that the P413 Proposed and Alternative Modifications should not be treated as a Self-Governance Modification;
• APPROVED an Implementation Date for the P413 Proposed Modification of:
  • 5 WDs after Ofgem Approval;
• APPROVED an Implementation Date for the P413 Alternative Modification of:
  • 5 WDs after Ofgem Approval;
• AGREED P413 DOES NOT impact the EBGL Article 18 terms and conditions held within the BSC;
• APPROVED the draft legal text for the P413 Proposed Modification;
• APPROVED the draft legal text for the P413 Alternative Modification;
• APPROVED the P413 Modification Report.

P413 was approved to progress to the Assessment Procedure phase by the BSC Panel on 10th September 2020.

The P413 Assessment Report was presented to the Panel at its meeting on Thursday 11 February 2021 (Panel 311/05). The Panel initially agreed that both the Proposed and Alternative Modifications better facilitate Applicable BSC Objective (d) when compared with the current baseline. The Panel also initially recommended that the Proposed Modification should be approved and sent to Ofgem for decision and that the Alternative Modification should be rejected.

Issue

If the BSC is not amended to require Elexon to perform the implementation Programme Manager function for Market-wide Half Hourly Settlement (MHHS), there is a risk that this results in longer implementation timescales, higher costs for the industry and a longer period to see the benefits outlined in Ofgem’s Draft Impact Assessment Consultation.

Solution

Require Elexon, as the BSC Company (BSCCo), to provide the Programme Management (PM) function for the implementation of MHHS.

Proposed Progression

The IWA proposes P413 is not a self-governance Modification and should be progressed to Assessment Procedure for an assessment by a Workgroup.

The first Workgroup meeting is likely to be on week commencing (W/C) 21 September 2020.
