Formal title: Consequential BSC changes for Switching SCR (REC 3.0)

Ofgem’s Switching Significant Code Review (SCR) will introduce the new Central Switching Service (CSS) and version 3.0 of the Retail Energy Code (REC 3.0). P436 progresses the consequential BSC changes needed to align with REC 3.0.

This Modification sets out the new relationship between Supplier registrations in the REC’s CSS and the Supplier Meter Registration Service (SMRS) provided by Supplier Meter Registration Agents (SMRAs) under the BSC. It also includes ownership transfer of pre-existing SMRS provisions and data flows from the Master Registration Agreement (MRA) to the BSC, bringing all SMRS obligations under BSC governance where previously they were split across the two Codes.

P436 will be implemented on the CSS Go-Live Date as part of a special BSC Release.

About Releases

A Release is a packet of approved Modifications and Change Proposals which are usually all implemented on the same date (although occasional Releases may have more than one Implementation Date).

Releases allow multiple changes to be implemented at once, gives the industry a degree of certainty around the dates when changes will be implemented and gives Parties and Party Agents sufficient time to plan the changes to their systems and processes which are required to meet the new and amended requirements.

The P436 Final Modification Report was submitted to the Authority on 14 April 2022 for decision.

At its meeting on 14 April, the Panel recommended to the Authority that P436 is approved, with an Implementation Date that aligns with the REC 3.0 go-live date as part of a special BSC Release.

The Draft Authority Led SCR Modification Report was presented to Panel on 14 April 2022.

The P436 Authority Led SCR Modification Consultation was issued on 16 February 2022, with responses due 16 March.

Submission

Ofgem raised P436 on 2 February 2022. This is an Authority Led SCR Modification and as such will not follow the standard Modification Procedures. Instead it will follow the timetable set by the Authority and the Authority Led SCR Modification Proposal procedure detailed in BSC Section F5.3A.

As P436 is an Authority Led SCR Modification, it will not follow the standard Modification Procedures

As P436 is expected to impact the European Balancing Guidelines (EBGL) a one month consultation period is required as per the EBGL Article 18 terms and conditions change process. The table below details the progression route for the Modification:
