P442 ‘Reporting chargeable volumes for exempt and licensed supply’

Formal title: Reporting to EMRS of chargeable volumes for SVA Metering Systems that record both exempt and licensed supply

This Modification seeks to allow correct reporting of chargeable volumes to the EMRS company for SVA Metering Systems that record both exempt supply and licensed supply through the addition of a new third party role, the “Exempt Supply Notification Agent”.

There is currently no process that allows for correct allocation of appropriate chargeable volumes for Supplier Volume Allocation (SVA) Metering Systems where a portion should be exempt, and another portion should be licensable. Issue 96 was raised to develop an enduring solution to this problem, and the Workgroup recommended that this Modification should be raised. 

The proposed solution is for a new third party role, the “Exempt Supply Notification Agent” (ESNA), to be defined. The ESNA would calculate the volumes of licensed and exempt supply, and submit them to central BSC Systems, based on metered data provided by the HHDC or Supplier. The ESNA would be required to undergo a qualification process to ensure compliance with settlement requirements.
