Ofgem approves skeleton Target Operating Models (TOMs)

We are pleased to announce that Ofgem has approved the five skeleton Target Operating Model (TOM) options delivered by the ELEXON-led Design Working Group (DWG), made up of industry specialists with consumer representation, BEIS and Ofgem. This work forms a crucial element of Ofgem’s Significant Code Review (SCR) on Electricity Settlement Reform. More information on Ofgem’s decision is available on their website.

The DWG developed five draft Target Operating Models (TOMs) which describe options for the end-to-end Settlement process for Half Hourly Settlement. The next stage of the process is to develop the TOMs in more detail and identify the preferred TOM for revised settlement arrangements to deliver market-wide Half-Hourly Settlement for all SVA Metering Systems.
