Participate in consultation on transition to Market-wide Half Hourly Settlement
The Design Working Group (DWG) would like your views on its approach for transitioning from the current Settlement arrangements to the Target Operating Model (TOM) for Market-wide Half Hourly Settlement (MHHS). Development of the transition approach forms part of Ofgem’s Significant Code Review (SCR) on Electricity Settlement Reform.

This is your opportunity to comment on the transition approach as developed by the DWG, before Ofgem makes the final decision whether to approve it.
MHHS is a fundamental reform that will affect both existing and future participants in the energy market. The DWG therefore encourages views from all stakeholders.
The DWG has issued its consultation and the response deadline is 08:00 on Monday 8 July 2019.
Background to the DWG
The outputs of the ELEXON-led DWG are one work stream in Ofgem’s wider Significant Code Review (SCR) on Electricity Settlement Reform. The DWG makes recommendations for Ofgem’s approval.
The DWG has met regularly since October 2017. In Stage 1 of its work it developed five high-level ‘skeleton’ Target Operating Model (TOM) options, on which it consulted in spring 2018. In the first part of Stage 2, it developed the more detailed TOM service requirements, chose a preferred TOM and consulted on this in early 2019.
Since then, the DWG has developed its approach for transitioning from the current Settlement arrangements to the TOM. After this consultation, it will consider all responses before submitting its final Stage 2 report to Ofgem in summer 2019. Ofgem will make the final decisions on the TOM, transition approach and business case for MHHS.
