Summary
A difference in Supplier processes is resulting in a proportion of Smart Metering Equipment Technical Specification 1 (SMETS1) Meters being dummy Meter exchanged because no Change of Supplier (CoS) opening or closing read can be agreed. This is resulting in both Excessive and Negative advances being entered into Settlement, risking its accuracy.
The aim of this Issue Group is to determine the scale of the Issue and to discuss an appropriate, cost-reflective solution. This would mitigate the risk to Settlement between now and the completion of Enrolment and Adoption of SMETS1 Meters into the Data Communications Company (DCC), at which point P302 ‘Improve the Change of Supplier Meter read and Settlement process for smart Meters’ becomes mandatory.
Progression
This Issue was raised by Utilita on 15 April 2019 and the first Issue Group meeting is scheduled took place on 20 May 2019. Issue Group members agreed that the use of the dummy Meter exchange process is an appropriate interim solution for this Issue and did not recommend any further changes to be raised.
The Issue Report was presented to the BSC Panel at its meeting on 13 June 2019 who noted it.
