Section X: Definitions and Interpretation

Simple Guide

Introduction

Section X and its Annexes contain definitions of the terms used in the BSC and an interpretation of some of the conventions used within the BSC. It comprises a main body, Section X which provides an interpretation of the legal standards as well as other terms and language used in the BSC, Annex X-1, which includes a General Glossary, and Annex X-2, which is a Technical Glossary.

This summary of Section X does not seek to duplicate or expand upon the existing definitions, interpretation or glossary within the BSC. As a consequence, this summary is limited to certain Sections of X and Annex X-2 alone.

Interpretation

Special Rules

This section within the main body of Section X provides clarification as to what is meant by certain terms and language used in the BSC to describe circumstances and/or relationships. This includes the following:

    1. a Boundary Point is "associated with" a BM Unit where the BM Unit comprises Plant and/or Apparatus which Exports to and/or Imports from the Total System at that Boundary Point;

    2. Metering Equipment or a Metering System is "associated with" particular Plant and/or Apparatus, or a BM Unit, where such Metering Equipment or the Metering Equipment comprised in such Metering System measures Imports and/or Exports of the Plant and/or Apparatus or BM Unit;

    3. Metering Equipment or a Metering System is "at" a Boundary Point or Systems Connection Point where such Metering Equipment or the Metering Equipment comprised in such Metering System measures Imports and/or Exports at such Boundary Point or flows of electricity at the Systems Connection Point;

    4. a BM Unit "comprises" a particular Metering System(s) where the Exports or Imports of that BM Unit are measured by that Metering System or those Metering Systems;

    5. a Boundary Point is "in" a GSP Group where the Boundary Point is the point at which Plant or Apparatus is connected to a Distribution System which is comprised in that GSP Group;

    6. a Metering System is "in" a GSP Group where the Metering Equipment comprised in such Metering System measures Exports or Imports at a Boundary Point in that GSP Group;

    7. a BM Unit is "in" a GSP Group where all the Boundary Point(s) associated with that BM Unit are in that GSP Group; and

    8. a Boundary Point is "on" a Distribution System or Associated Distribution System where the Boundary Point is the point at which Plant or Apparatus not forming part of the Total System is connected to that Distribution System or Associated Distribution System.

A number of other rules are set down including:

    1. Plant or Apparatus that is connected to the Transmission System or a Distribution System by Remote Transmission Assets is treated as directly connected to the Transmission System;

    2. the terms Exporting and Importing are described for BM Units in relation to any instant in time, and in relation to each Settlement Period. At any instant in time, it is Exporting if electricity is flowing to the Total System from the BM Unit, and Importing if electricity is flowing to the BM Unit from the Total System. In relation to a Settlement Period, whether a BM Unit is Importing or Exporting depends upon whether a net quantity of electricity has flowed to or from the BM Unit on an integrated half-hourly basis;

    3. in relation to an SVA Metering System, the registrations, information or data items held in the Central Switching Service (under the Retail Energy Code) shall for BSC purposes take precedence over those held in a Supplier Meter Registration Service;

    4. in relation to a BM Unit, the "corresponding" Energy Account is a Production Energy Account if the BM Unit is a Production BM Unit, and a Consumption Energy Account if the BM Unit is a Consumption BM Unit;

    5. in general references to Supplier BM Units mean only those Base BM Units and Additional BM Units that have SVA Metering Systems assigned to them; and

    6. it is noted that a liability to pay or an entitlement to receive Trading Charges is a liability or entitlement between the Trading Party (or the NETSO) and Elexon Clear.

Times and Dates

Business Days in the BSC run from 09:00 to 17:00. Times in the BSC are specified in London Time (i.e. GMT or BST).

Calculation of Interest

Where interest is to be applied to any amounts payable under the BSC, the rate used is that set down in the relevant provision requiring the interest to be applied and shall be calculated on the basis of actual number of days lapsed and a 365 day year.

VAT

Sums required to be paid under the BSC are expressed exclusive of any applicable VAT which (where applicable) is also payable at the prevailing rate(s).
