Impact of MHHS Programme Change Freeze on BSC Changes
The Market Wide Half-Hourly Settlement (MHHS) Programme has implemented a Programme Change Freeze. This means that any BSC Changes that require changes to the MHHS design or MHHS code drafting (via a MHHS Change Request) are likely to have their implementation postponed.
What is the MHHS Programme Change Freeze?
The MHHS Programme Change Freeze has been introduced to address instability during Programme delivery, implementation and go-live that creates risk for the Programme, Code Bodies and Programme participants. Stability needs to be created by increasing the threshold for all Change that impacts the MHHS Programme, deferring implementation until after go-live and, in some cases, until after Migration completion, unless they are required to fix a fault in the MHHS design.
What does this mean for BSC Change?
BSC Changes that require changes to the MHHS design or MHHS code drafting (via a MHHS Change Request) are likely to have their implementation postponed until at least the MHHS Programme Milestone M10, ‘Central Systems Ready for Migrating MPANs,’ scheduled for March 2025. If a BSC Change affects MHHS Qualification or Migration, its implementation may be delayed beyond Milestone M10.
When will I hear more?
We are actively engaging with the MHHS Programme and anticipate receiving more detailed information soon, which we will share with stakeholders. Further information and guidance regarding the implications of this freeze on BSC Changes will be published as it becomes available. Additionally, we plan to discuss this issue with the BSC Panel.
Over the next week, we will reach out to the Proposers of any BSC Changes that are likely to be affected by this freeze. Through our involvement with the Cross Code Advisory Group and its Horizon Scanning process, we have been deeply engaged with the MHHS Programme regarding BSC Changes that could impact MHHS, and we do not foresee any immediate impacts.
