Summary
On 6 February 2014 Elexon raised Issue 54 ‘Discrepancies between the points of measurement required in the BSC and the CoPs and the physical points of connection’. Elexon presented the Issue 54 Report (BSC Panel 225/13) to the BSC Panel on 12 June 2014. The Issue 54 Report highlighted issues with three Defined Metering Points (DMPs) in Codes of Practice (CoPs) 1, 2, 3, 5 and 10. This CP proposes to:
- change the DMP between a Distribution System of a LDSO (with no other parties connected) and the Transmission System to the point of connection;
- change the DMP for where Generating Plant connects to the Transmission System to be the point of connection; and
- make the DMP between an External Interconnector and the Transmission System the point of connection, rather than specify all the existing External Interconnectors.
Progression
CP1479 was raised by Elexon on 23 November 2016. This CP was presented for decision to the ISG on 21 February and it will be presented to the SVG on 28 February for decision. One ISG member disagreed that CP1479 should be implemented. The ISG member believes that this CP would not facilitate an equitable allocation of transmission losses in support of BSC objective (c). In addition if a more equitable allocation of losses were developed CP1479 could then act against BSC objective (d) by requiring more compensation adjustments. Therefore, CP1479 was presented to the Panel on 9 March 2017. The Panel approved CP1479 with an Implementation Date of 2 November 2017.
CP1479 was implemented on 2 November 2017 as part of the November 2017 BSC Release.
