Formal title: Altering the Trigger Point and subsequent Timescales for Commissioning SVA CT Operated Metering Systems and issue of Data Flow

CP1563 seeks to update some of the trigger points for Current Transformer (CT) Commissioning and subsequent sending of data flows as the Proposer considers that they are not appropriate for CT operated metering systems of all types.

CP1563 seeks to update BSCP515 ‘Licensed Distribution’ to include the date of D0139 ‘Confirmation or Rejection of Energisation Status Change’ receipt from Meter Operator Agents (MOAs) as the trigger point for Commissioning countdown.

BSCP515 will also be updated to remove the reference to sending the Commissioning information no later than 5 working days (WD) after Commissioning and replace it with sending it no later than 21WD after Energisation (if Licensed Distribution System Operator energises) or 21WD after receipt of D0139 if MOA energises.

This BSC Change Proposal is also being progressed alongside a Retail Energy Code (REC) Change Proposal (R0031) which will amend the Metering Operations Schedule.
