Summary

P290 would amend the BSC to enable Elexon to undertake roles that support the Smart Energy Code (SEC) Panel, in particular for the SEC Administrator and SEC Secretariat roles.

If approved, P290 would change the scope of Elexon’s permitted activities and have implications for the funding of BSC services (in that costs may be defrayed), and will therefore be of interest to all BSC Parties.

Progression

P290 was raised by SmartestEnergy on 3 January 2013. The Panel agreed to issue it for a two-month Assessment Procedure by a Workgroup, during which P290 underwent the Workgroup’s Assessment Consultation.

The Proposer elected to withdraw P290 on 19 February 2013 as they could not see how it could succeed in light of the Ofgem response on P289, given that the proposed solution mirrored that of P289 and the P290 Workgroup was unable to identify a viable alternative. They believed that withdrawing the Modification at that point would save the industry the time and effort of further assessment and consultation on P290. They had not changed their view that P290 would better facilitate the market arrangements for BSC Parties, but they recognised that the Modification was unlikely to succeed in the present climate.

In accordance with Section F2.1.12B(b) of the Code, there was a five Working Day window of opportunity for a BSC Party to adopt this Modification Proposal. No BSC Party elected to adopt P290, and so P290 has been closed.
