Code Drafting in preparation for Market-Wide Half Hourly Settlement (MHHS)
A significant amount of work is being done by Elexon and the Market-wide Half Hourly Settlement Programme (MHHSP) to make changes to BSC documents (or to develop new documents) in preparation for MHHS.
New BSCPs and major reworking of code documents
The work on this so far has included the MHHSP developing 12 new Balancing and Settlement Code Procedures (BSCPs) and 62 Amended Code Artefacts.
In total, 43% of the BSC has been re-written to accommodate changes needed for MHHS, and published for consultation in just 11 months.
Changes to the Performance Assurance Framework to support MHHS implementation
Elexon has also worked with the MHHS Performance Assurance Working Group (PAWG) to develop changes to existing Performance Assurance Framework (PAF) BSC Sections and BSCPs, as well as new processes and Performance Assurance Techniques.
Elexon is taking these documents for endorsement by the Performance Assurance Board (PAB) at the PAB275 meeting on 14 December 2023.

The BSC sections and BSCPs that will be impacted:
- Section S-1: Performance Levels and Supplier Charges
- Section J: Party Agents & Qualification Under the Code
- BSCP533: PARMS Data Provision, Reporting and Publication of Peer Comparison Data
- BSCP536: Supplier Charges
- BSCP537: Qualification Process for SVA Parties, SVA Party Agents and CVA MOAs
- PARMS User Requirements Specification
Next steps after the PAB275 meeting
The MHHSP will present the documents to the Code Design Working Group (CDWG), before they go through the Cross Code Advisory Group (CCAG) code drafting consultation process in Q1 2024. Following this consultation, the CCAG will conditionally approve the drafting, which will then be signed off and go live in August 2024.
About the PAF and the PAB
The PAF is used by Elexon to monitor the performance of BSC Parties and manage risks to accurate Settlement.
The PAB is one of the BSC committees which helps the Panel to govern the code. PAB members include Elexon colleagues, representatives from other code bodies and industry experts. The PAB conducts and administers activities to provide assurance that BSC Parties are suitably qualified and that the relevant standards are maintained.
