There are inconsistent views among Non Half Hourly agents with regard to whether inter-agent transfers should be initiated on request (via a D0170 Request for Metering System Related Details) only or should be dependent on both a D0170 and a D0151 (Termination of Appointment). The inter-agent flows in question are the D0150 (Non Half-Hourly Meter Technical Details) and D0149 (Notification of Mapping Details) between Meter Operators and the D0010 (Meter Readings) and D0152 (Metering System EAC/AA Historical Data) between Data Collectors.
