Summary

Currently, when the LDSO energises a Metering System as part of normal business, he sends the D0139 to the MOA and the Supplier. The MOA then sends the D0139 onto the HHDC. The Association of Meter Operators, during the development of BSCP514 ‘SVA Meter Operations for Metering Systems Registered in SMRS’ suggested that the MOA should always be responsible for informing both the HHDC and the Supplier of any changes to the Metering System. The MOA is responsible for Metering Data and should be the focal point for the interface with the Supplier and HHDC. Therefore the process should be amended so that the LDSO sends the D0139 to the MOA and then the MOA sends the D0139 onto the Supplier and the HHDC. This is consistent with the process for when the LDSO de-energises a Metering System as part of Urgent Metering Services and is supported by the DTC.
