Summary
As a result of the European Third Energy Package the European Network of Transmission System Operators – Electricity (ENTSO-e) have been tasked with creating European Network Codes. National Grid, as GB National Electricity Transmission System Operator (NETSO), participate in ENTSO-e meetings and are actively involved in the European Network Codes drafting process.
P271 proposes that National Grid is obligated to report to the BSC Panel any potential or likely BSC impacts as a result of developments of the European Network Codes. It is suggested that the Panel establish a European Issues Group for this purpose.
Progression
Scottish and Southern Energy raised P271 on 28 February 2011. The BSC Panel considered the IWA at its meeting on 10 March. P271 was part of a joint workgroup that included CUSC and Grid Code members. As such the Assessment consultation document and response from can be found on the National Gridwebsite – the relevant CUSC proposal is CMP191. The BSC Panel considered the P271 Assessment Phase report at its meeting on 11 August 2011.
The Panel considered the draft Modification Report at its meeting on 8 September 2011 and made a recommendation at the P271 Alternative Modification should be approved.
On 13 October 2011, the Authority decided to reject P271.
