P373: Reversal of P297

Summary
National Grid proposes to reverse the changes to the BSC for Approved Modification P297 ‘Receipt and Publication of New and Revised Dynamic Data Items’. The approved changes to the BSC for P297 can be found in the P297 Final Modification Report provided to the Authority in March 2014 and published on the P297 webpage.
Progression
P373 was implemented on 27 February 2019. It immediately, and fully reversed BSC Modification P297 ‘Receipt and Publication of New and Revised Dynamic Data Items’, which was also implemented on 27 February 2019. Therefore, whilst P297 and P373 have been included in the amendment records for the impacted BSC Sections, no BSC, or subsidiary document provisions have been amended through the implementation of P297 and P373.
On 20 February 2019, the Authority determined that P373 be approved, with an Implementation Date of 27 February 2019 (5WD following Authority decision as outlined in the Final Modification Report).
National Grid ESO published an open letter on 20 February 2019, following the Authority’s decision to approve P373, to outline its next steps for progressing changes to codes to implement some parts of the P297 solution that were determined most beneficial, through its cost-benefit analysis. The Panel considered the Report Phase Consultation responses and the Implementation Approach at its meeting on 8 November 2018 and determined a recommendation to the Authority should be made to approve P373 with an Implementation Date of 5 Working Days following Authority decision.
The Authority determined on 17 October that P373 should not be considered an Urgent Modification Proposal and therefore, the Report Phase Consultation concluded at 5pm Friday 26 October.
National Grid (Electricity System Operator (ESO)) raised P373 on 4 October 2018 and requested that it be treated as an Urgent Modification. The BSC Panel recommended to the Authority that Urgent status be granted at its meeting on 11 October 2018. The Panel also determined that P373 should be submitted directly to the Report Phase.
