Summary
This Modification will enable the aggregation of specific Metering Systems’ metered data for network charging purposes, i.e. to support the operation of CUSC Modification Proposals CMP280 and CMP281. This Modification will introduce processes explaining how Suppliers, Half Hourly Data Aggregators (HHDAs) and the Supplier Volume Allocation Agent (SVAA) participate in the aggregation and reporting of storage facilities’ Metering Systems’ metered data and enable the BSC Panel and BSCCo to perform assurance activities in relation to the aggregation of this data.
Please note that, since the Final Modification Report, BSCP602 has replaced BSCP508 as an impacted document, as explained in the impacts section below.
Progression
The P383 Initial Written Assessment was presented to the BSC Panel on 14 March 2019, who agreed that it should be progressed to the Assessment Procedure. P383 was raised on 6 March 2019.
The first P383 Workgroup was held on 29 April 2019. The Workgroup has identified a solution, agreed on the Applicable BSC objectives and agreed that it should not be progressed as Self-Governance.
The second Workgroup was held by teleconference on 11 June 2019. The Workgroup discussed the feedback from the Elexon Service Provider Impact Assessment in preparation for the Assessment Procedure Consultation.
The P383 Assessment Procedure Consultation was issued to industry on 2 July, with responses due by 5pm 22 July 2019.
A third Workgroup was held on Monday 29 July, the purpose of this meeting was to discuss the final solution and hold a final vote.
The P383 Assessment Report was presented to the BSC Panel on 8 August 2019 who agreed to submit the Modification to the Report Phase.
The P383 Report Phase Consultation was submitted to industry on 13 August, with responses due by 27 August 2019.
The P383 Draft Modification Report was presented to the BSC Panel on 12 September 2019 who unanimously agreed that P383 should be approved.
The P383 Final Modification Report was issued to the Authority on 20 September 2019 with the BSC Panel’s recommendation to approve. Ofgem as the GB Authority approved P383 on 28 February 2020.
