P411 Including new LDSOs in Qualification to mitigate potential risks to Settlement

P411 was implemented on 5 November 2020 as part of the November 2020 BSC Release.

Changes to the Self Assessment Document for P411 were approved by the PAB at its meeting on 24 September 2020.

About Releases

A Release is a packet of approved Modifications and Change Proposals which are usually all implemented on the same date (although occasional Releases may have more than one Implementation Date).

Releases allow multiple changes to be implemented at once, gives the industry a degree of certainty around the dates when changes will be implemented and gives Parties and Party Agents sufficient time to plan the changes to their systems and processes which are required to meet the new and amended requirements.

The Report Phase Consultation was issued on 14 July 2020 with responses invited by 29 July 2020.

The consultation responses and Draft Modification Report were presented to the Panel at its meeting on 13 August 2020. The Panel:

• agreed that P404 does better facilitate Applicable BSC Objective (d)’
• determined that P411 does not impact the EBGL Article 18 terms and conditions held within the BSC;
• determined that P411 IS a Self-Governance Modification;
• approved P411;
• approved an Implementation Date of 5 November 2020 as part of the November 2020 BSC Release;
• approved the draft legal text;
• approved the changes to BSCP537 for P411; and
• approved the P411 Modification Report.

The Self-Governance Appeal Window closed on Thursday 3 September 2020.

The BSC Panel raised P411 at its meeting on 9 July 2020. The Panel considered the Initial Written Assessment at its meeting on 9 July where it unanimously:

• determined to progress P411 directly to the Report Phase;
• determined that P411 does better facilitate Applicable BSC Objective (d);
• determined that P411 does not impact the Article 18 Terms and conditions held within the BSC;
• agreed an initial recommendation that P411 should be approved;
• agreed an initial Implementation Date of 5 November 2020 as part of the November 2020 BSC Release;
• agreed the draft legal text;
• agreed the draft changes to BSCP537;
• determined that P411 should be treated as a Self-Governance Modification; and
• noted that Elexon will issue the draft Modification Report for a 12 Working Day consultation, with the results being presented to the Panel on 13 August 2020.
