P419 ‘Extension of P383 to include non-final Demand’

P419 was implemented on 23 February 2023 as part of the February 2023 standard BSC Release.

Ofgem approved P419 on 25 April 2022, for implementation on 23 February 2023 as part of the February 2023 standard BSC Release.

The P419 Final Modification report was sent of Ofgem for consideration on 15 February 2022. Ofgem highlighted its concern that it may not be able to provide a decision by 31 March 2022, as specified in the Final Modification Report. This delay is a result of Ofgem’s ongoing consideration of CMP308 ‘Removal of BSUoS charges from Generation’. Ofgem considers that a decision on P419 must follow the decision on CMP308 given the interdependencies between the Modifications. Ofgem was unable to provide a decision on P419 by the date listed in the Final Modification Report, but approved the extension of this date until 1 June 2022.

P419 was issued for Industry Consultation on 19 January 2022 with responses invited by Wednesday 2 February 2022. Four responses were received and can be downloaded below. 

The Panel considered the Draft Modification Report at its meeting on 10 February 2022 and recommended approval. 

Four Workgroup meetings for P419 have been held (23 July 2021, 12 October 2021, 4 November 2021 and 17 December 2021). Following the closure of the Assessment Procedure Consultation and its consideration by the Workgroup, the P419 Assessment Report was presented to the Panel for its consideration on 13 January 2022 where it was agreed to progress to the Report Phase.

The Panel considered the P419 Initial Written Assessment (IWA) at its meeting on 13 May 2021 and agreed to progress the Modification to the Assessment Procedure.
