P424 ‘Re-insert correct definition of Settlement Error’

P424 was approved by Ofgem on 8 October 2021 with a 1WD implementation date of 11 October 2021. 

Please note the updates to Section W have a retrospective effective from date of 1 September 2021.

Panel Recommendations

The P424 Draft Modification Report was presented to the BSC Panel at it’s adhoc meeting on Thursday 30 September 2021.  The Panel unanimously agreed with all recommendations.

The Final Modification Report was submitted to Ofgem on 1 October 2021.

Consultation

No responses were received to the P424 Consultation.  The Draft Modification Report will be presented to the BSC Panel on Thursday 30 September 2021.

Following Ofgem’s approval of P424 as an Urgent Modification on 17 September 2021, Elexon circulated the P424 Report Phase Consultation for a 5WD consultation period on 20 September 2021, with responses welcomed by 17:00 Friday 24 September 2021. 

Ofgem confirmed in it’s letter to the BSC Panel dated 17 September 2021 that P424 has been granted Urgent Modification status.

The P424 Modification Proposal Form was presented to the BSC Panel at it’s adhoc meeting on 16 September 2021.

The BSC Panel unanimously agreed with all recommendations which included:

• BSC Panel raised the Modification
• Recommended to the Authority the Modification is treated as Urgent
• The Modification progresses directly to Report Phase

These recommendations were made in order to correct the manifest error within Section W in the shortest possible timescale.

The following timetable has been set for P424 following approval from Ofgem:

P424 seeks to update Section W clause 1.3.1 to re-insert wording to include ‘the data and/or processes used for the purposes of Settlement’, which was incorrectly and inadvertently removed by P420 ‘Retail Code Consolidation Significant Code Review’.
