Formal title: Allowing non-BSC Parties to request Metering Dispensations

This Modification proposes to introduce a provision in Section L ‘Metering’ to allow the relevant Meter Operator Agent to apply for Metering Dispensations on behalf of a non-BSC Party.

The solution will see non-BSC Parties being able to request Metering Dispensations for the relevant MOA (Supplier Volume Allocation (SVA) for SVA sites, Central Volume Allocation (CVA) for CVA sites) to apply on their behalf.

The Panel agreed to implement P437 at its meeting on 13 October 2022 under Self-Governance. The Self-Governance Objection Window closed on Thursday 3 November 2022 , no objections were received. The BSC Panel:

AGREED that P437 DOES better facilitate Applicable BSC Objectives (c) and (d);
AGREED that P437 does not impact the EBGL Article 18 terms and conditions held within the BSC;
DETERMINED (in the absence of any Authority direction) that P437 is a Self-Governance Modification Proposal;
APPROVED an Implementation Date of:
- 10 Working Days after Self-Governance Objection Window closes;
APPROVED the draft legal text for P437;
APPROVED the amendments to the Code Subsidiary Documents for P437; and
APPROVED the P437 Modification Report.

Report Phase

The P437 Report Phase Consultation was issued on 14 September 2022, with responses due 29 September 2022. We received one response which was in support of the solution, redlining and implementation date. The BSC Panel considered the Draft Modification Report at its meeting on 13 October 2022 and agreed to approve P437 under Self-Governance.
