CP1523 seeks to include a footnote in BSCP501 ‘Supplier Meter Registration Service’ to highlight that D0312 data flows are not required to be sent to a Supplier that has been end-dated in Market Domain Data. This CP is necessary due to a Supplier Meter Registration Service (SMRS) encountering an issue related to the process implemented in CP1515 ‘Meter Operator Agents to send Metering System Data to SMRS instead of ECOES for the Faster Switching Programme’.
Under the process laid out in CP1515, Meter Operator Agents (MOAs) are required to send a D0312 data flow to SMRSs on a change of Metering Information to ensure all information held is up to date. The SMRS must then send a response D0312 to the originating MOA and the Supplier associated with the Meter at the time of the Meter work. However, an SMRS encountered an issue wherein the Supplier in question had ceased to trade, causing their systems to deem the D0312 invalid and leading to a system call-out – costing time and effort.
This CP will align the processes of the BSC with the MRA following the implementation of DTC CP3570 ‘Amend DTC Annex C to expand D0312 Rule 11 to exclude the sending of a D0312 to a Supplier who has lost their Supplier license and has been ended in MDD’ which has already been approved to address this issue.
Progression
CP1523 was raised on 6 November 2019 and was presented for information at the 3 December SVG meeting. It was implemented on 25 June 2020 as part of the June 2020 BSC Release.
