Wider Access and TERRE
TERRE (Trans European Replacement Reserve Exchange) is a European project to implement a new Replacement Reserve (RR) balancing product, which has been developed by a group of European Transmission System Operators (TSOs), including the GB TSO as National Grid Electricity System Operator (ESO).
TERRE will also remove all BSC barriers to customers and independent aggregators participating directly in the RR Market and in the existing Balancing Mechanism (BM) thus enabling ‘Wider Access’.
This page lists all ELEXON web content relating to Wider Access and TERRE, including background information, news, industry testing, impact of derogation request, process documents (implementation, releases and modifications) and archived content.

The changes for Wider Access and TERRE introduce new and amended interfaces between ELEXON and industry participants. ELEXON’s approach to testing the changes with participants is set out in the industry test strategy document below.

Impact of derogation request
National Grid acting as National Electricity Transmission System Operator (NETSO) has requested a derogation from Ofgem to delay GB participation in TERRE until 2020 (keeping GB aligned with France), but still intends to implement wider access to the Balancing Mechanism in December 2019.
